Oamaru is the main town of North Otago — a district of large dairy farms, limestone quarries, and a growing tourism economy centred on the town's Victorian heritage. The surrounding Waitaki District is predominantly rural, with an economy based on dairy, sheep and beef, salmon farming, and the Waitaki hydro scheme. Public transport in Oamaru is minimal; beyond the town, it does not exist. For the farming, logistics, and trades workforce of North Otago, a vehicle is how work gets done. A disqualification here removes that entirely.
A limited licence may allow you to keep driving for essential purposes while your disqualification runs.
Oamaru District Court — what you need to know
Oamaru District Court Hearing Centre is located at 88 Thames Street, Oamaru 9400.
For conviction-based disqualifications, there is a 28-day stand-down period before you can apply. Demerit point suspensions do not have a stand-down — you can apply immediately.
Where to file: You apply at the court that imposed your disqualification. Oamaru is a hearing centre — some matters may have been dealt with at Dunedin or Timaru. Check your sentencing documents:
- Dunedin District Court: 1 Stuart Street, Dunedin 9016 (see dedicated page)
- Timaru District Court: 14 North Street, Timaru 7910 (see dedicated page)
For demerit point suspensions, you file at the court nearest to where you live — which for Oamaru residents is Oamaru District Court Hearing Centre.
Once filed, hearings are typically listed within 1–2 weeks.
What is a limited licence?
A limited licence is a court order that allows you to drive under specific conditions while your disqualification is running. It does not remove the disqualification — it creates a legal exception permitting you to drive within defined hours, routes, or for defined purposes. If granted, you receive a pink driver's licence card from NZTA. The conditions are set by the judge and are binding. Driving outside them is a criminal offence.

Who can apply in Oamaru?
The test is extreme hardship to yourself or undue hardship to another person. In North Otago, the rural economy and absent transport alternatives make hardship real and demonstrable for the majority of working applicants.
Oamaru applications commonly come from:
- Dairy and farming workers on the Waitaki Plains and surrounding North Otago farmland
- Workers at the Meridian Energy and other Waitaki hydro scheme facilities on shift patterns in locations that public transport does not reach
- Tradespeople working across Oamaru, the Waitaki District, and commuting to Dunedin or Timaru
- Salmon farming and aquaculture workers at the Waitaki River salmon farms
- Workers commuting to Dunedin or Timaru for employment not available locally — the distance and absent public transport make driving the only option
- Parents and caregivers in rural Waitaki communities responsible for family obligations
Section 65 restriction: If your disqualification is for a serious alcohol offence or is a third or subsequent alcohol conviction, a limited licence may not be available. See our section 65 guide.
Demerit point suspensions follow a different process — no 28-day stand-down applies.
