Napier is the larger of Hawke's Bay's twin cities and home to one of New Zealand's most productive horticultural regions. The Hawke's Bay plains produce apples, pears, grapes, and stone fruit at scale — and the workforce that makes this happen drives to work. Beyond the city, public transport is thin; beyond the suburb boundaries, it effectively does not exist. A driving disqualification for someone working the orchards, packhouses, or cool stores of the Ngaruroro and Tūtaekurī floodplains is a direct and immediate loss of income.

Napier District Court — what you need to know
Napier District Court is located at 251 Hastings Street, Napier South, Napier 4110.
For conviction-based disqualifications, there is a 28-day stand-down period before you can apply. Demerit point suspensions do not have a stand-down — you can apply immediately.

What is a limited licence?
A limited licence is a court order that allows you to drive under specific conditions while your disqualification is running. It does not remove the disqualification — it creates a legal exception permitting you to drive within defined hours, routes, or for defined purposes. If granted, you receive a pink driver's licence card from NZTA. The conditions are set by the judge and are binding. Driving outside them is a criminal offence.

- Workers from rural Hawke's Bay — Clive, Hastings rural, Bay View — commuting to Napier on routes and at times that buses do not serve
