Hastings sits at the heart of the Hawke's Bay horticultural region — surrounded by the apple, pear, stone fruit, and wine grape operations that make this one of New Zealand's most productive agricultural areas. The city also serves as a hub for the wider plains, with workers travelling in from Havelock North, Flaxmere, Bridge Pa, and the rural paddocks that stretch toward the ranges. Public transport within Hastings is limited and does not cover the orchards, packhouses, or rural employment that defines the local economy. For most Hastings workers, a disqualification means losing their job within days.
A limited licence may allow you to keep driving for essential purposes while your disqualification runs.

Once filed, hearings at Hastings District Court are typically listed within 1–2 weeks.
What is a limited licence?
A limited licence is a court order that allows you to drive under specific conditions while your disqualification is running. It does not remove the disqualification — it creates a legal exception permitting you to drive within defined hours, routes, or for defined purposes. If granted, you receive a pink driver's licence card from NZTA. The conditions are set by the judge and are binding. Driving outside them is a criminal offence.

Who can apply in Hastings?
The test is extreme hardship to yourself or undue hardship to another person. In Hawke's Bay, the agricultural economy and limited transport alternatives make genuine hardship the norm rather than the exception.
Hastings applications commonly come from:
- Orchard and packhouse workers in the apple, pear, stone fruit, and viticulture operations surrounding Hastings — the harvest and post-harvest workforce is large and entirely dependent on private transport
- Seasonal and permanent agricultural workers on the pastoral and arable farms extending from the plains into the Hawke's Bay ranges
- Tradespeople and contractors working across Hastings, Havelock North, and the wider central Hawke's Bay
- Workers from Flaxmere, Mahora, and Bridge Pa — communities where public transport is limited and employment destinations are spread across the plains
- Shift workers in food processing and manufacturing — Hastings has significant food processing operations operating around the clock on schedules that transit cannot serve
Section 65 restriction: If your disqualification is for a serious alcohol offence or is a third or subsequent alcohol conviction, a limited licence may not be available. See our section 65 guide.
Demerit point suspensions follow a different process — no 28-day stand-down applies.
