Levin is the main town of the Horowhenua District — a stretch of coastal lowland between the Tararua Range and the sea, running from Ōtaki in the south to Ōhau and Shannon in the north. The district is known for market gardening, dairy farming, and a significant population of workers who commute to Wellington via the Kāpiti line or State Highway 1. Public transport between Levin and Wellington exists for commuters, but it does not serve local rural employment, early or late shifts, or the surrounding farming areas. A disqualification in Horowhenua removes options for work that the commuter train simply cannot replace.
A limited licence may allow you to keep driving for essential purposes while your disqualification runs.
Levin District Court — what you need to know
Levin District Court is located at 9 Bristol Street (corner Bristol and Stanley Streets), Levin 5510.
For conviction-based disqualifications, there is a 28-day stand-down period before you can apply. Demerit point suspensions do not have a stand-down — you can apply immediately.
Where to file: You apply at the court that imposed your disqualification. Other nearby courts include:
- Palmerston North District Court: 486 Main Street, Palmerston North 4410 (see dedicated page)
- Porirua District Court: 4 Hagley Street, Porirua 5022 (see dedicated page)
Check your sentencing documents to confirm which court imposed the disqualification. For demerit point suspensions, you file at the court nearest to where you live.
Once filed, hearings at Levin District Court are typically listed within 1–2 weeks.
What is a limited licence?
A limited licence is a court order that allows you to drive under specific conditions while your disqualification is running. It does not remove the disqualification — it creates a legal exception permitting you to drive within defined hours, routes, or for defined purposes. If granted, you receive a pink driver's licence card from NZTA. The conditions are set by the judge and are binding. Driving outside them is a criminal offence.
For a full explanation, see our complete guide to limited licences in New Zealand.
Who can apply in Levin?
The test is extreme hardship to yourself or undue hardship to another person. In Horowhenua, the majority of workers who rely on a vehicle can demonstrate this directly.
Levin applications commonly come from:
- Market gardening and horticulture workers in the Horowhenua lowlands — the region is one of New Zealand's key vegetable-growing areas, and field and packhouse work cannot be reached by public transport
- Dairy and farming workers on the Horowhenua coastal plain
- Workers commuting to Palmerston North or Wellington for employment where the train does not serve their workplace location or shift pattern
- Tradespeople working across the Horowhenua, Kāpiti, and Manawatū areas
- Parents and caregivers in Levin and surrounding rural communities responsible for children and family obligations
Section 65 restriction: If your disqualification is for a serious alcohol offence or is a third or subsequent alcohol conviction, a limited licence may not be available. See our section 65 guide.
Demerit point suspensions follow a different process — no 28-day stand-down applies.
