Gisborne is the first city in the world to see the sun — and one of New Zealand's most isolated regional centres. The Tairāwhiti region is surrounded by the East Cape, the Poverty Bay Flats, and the Raukūmara Range. Its economy depends on horticulture, forestry, agriculture, fishing, and a large public sector. Public transport within Gisborne city is minimal; beyond the city boundary, it is non-existent. For workers in Gisborne and across Tairāwhiti, a disqualification is not an inconvenience — it is a direct threat to their livelihood.
A limited licence may allow you to keep driving for essential purposes while your disqualification runs.
Gisborne District Court — what you need to know
Gisborne District Court is located at 1 Customhouse Street, Gisborne 4010.
For conviction-based disqualifications, there is a 28-day stand-down period before you can apply. Demerit point suspensions do not have a stand-down — you can apply immediately.
Where to file: You apply at the court that imposed your disqualification. Other courts serving the wider Tairāwhiti and East Coast region include:
- Ruatōria District Court Hearing Centre: Hekiera Road, Ruatōria 4032
- Whakatāne District Court: 7 Pyne Street, Whakatāne 3120 (see dedicated page)
- Napier District Court: 251 Hastings Street, Napier 4110 (see dedicated page)
Check your sentencing documents to confirm which court imposed the disqualification. For demerit point suspensions, you file at the court nearest to where you live.
Once filed, hearings at Gisborne District Court are typically listed within 1–2 weeks.
What is a limited licence?
A limited licence is a court order that allows you to drive under specific conditions while your disqualification is running. It does not remove the disqualification — it creates a legal exception permitting you to drive within defined hours, routes, or for defined purposes. If granted, you receive a pink driver's licence card from NZTA. The conditions are set by the judge and are binding. Driving outside them is a criminal offence.

Who can apply in Gisborne?
The test is extreme hardship to yourself or undue hardship to another person. In Tairāwhiti, the combination of geographic isolation and absent public transport makes hardship factual for virtually every working applicant.
Gisborne applications commonly come from:
- Horticulture and viticulture workers in the Poverty Bay Flats — Gisborne is one of New Zealand's leading wine and produce regions, and workers in vineyards, orchards, and packhouses have no public transport option
- Forestry workers in the Tairāwhiti plantation forests — Gisborne has some of New Zealand's highest concentrations of exotic forestry, and all operations are reached by private road and private vehicle
- Agricultural and farming workers on the pastoral and sheep and beef farms of the Gisborne hinterland
- Healthcare and community services workers covering a spread-out and underserviced regional population
- Workers in East Coast communities — Tolaga Bay, Tokomaru Bay, Ruatōria — for whom Gisborne is the employment centre but travelling there by any means other than a car is not practical
Tairāwhiti has a high proportion of Māori residents, many working in sectors central to the regional economy. The consequences of a disqualification in this region — isolation, loss of income, inability to meet family obligations — are severe.
Section 65 restriction: If your disqualification is for a serious alcohol offence or is a third or subsequent alcohol conviction, a limited licence may not be available. See our section 65 guide.
Demerit point suspensions follow a different process — no 28-day stand-down applies.
