Wellington's public transport is better than most New Zealand cities — but it doesn't reach everywhere. Porirua, Hutt Valley, Kāpiti Coast, and the wider Wellington region remain heavily car-dependent. For contractors, tradespeople, shift workers, and parents in the outer suburbs, a driving disqualification is a direct threat to employment and family life.
A limited licence may allow you to keep driving for essential purposes while your disqualification runs. This page explains how to apply at Wellington District Court, who qualifies, and what we do.
Applying at Wellington District Court
Wellington District Court (Te Whanganui-a-Tara) is located at 49 Ballance Street, Wellington Central, Wellington 6011. The registry is open Monday to Friday, 9am to 5pm.
For conviction-based disqualifications, there is a 28-day stand-down period before you can apply. Demerit point suspensions do not have a stand-down — you can apply immediately.
Where to file: You apply at the court that imposed the disqualification. Greater Wellington has several District Courts:
- Wellington District Court: 49 Ballance Street, Wellington Central 6011
- Hutt Valley District Court: 10–18 Knights Road, Lower Hutt 5010
- Porirua District Court: 4 Hagley Street, Porirua 5022
- Masterton District Court: 41 Dixon Street, Masterton 5810
For demerit point suspensions, you file at the court nearest to where you live.
What is a limited licence?
A limited licence is a court order that allows you to drive under specific conditions while your disqualification is in force. It does not remove the disqualification — it creates a legal exception permitting you to drive within defined hours, routes, or for defined purposes. If granted, you receive a pink driver's licence card from NZTA. The conditions are set by the judge and are binding. Driving outside them is a criminal offence.

Who can apply in Wellington?
The test is extreme hardship to yourself or undue hardship to another person. Inconvenience does not meet the threshold — the hardship must be genuine and demonstrable.
Wellington applications commonly come from:
- Tradespeople and contractors working across the region who cannot practically use public transport to reach job sites or transport equipment
- Outer suburb residents — Porirua, Hutt Valley, Kāpiti Coast — where public transport does not cover the routes, hours, or frequency needed for work
- Shift workers whose start or finish times fall outside transit operating hours
- Parents responsible for school runs or childcare in areas without viable alternatives
- Drivers from the wider region — Masterton, Wairarapa, Kāpiti — who were disqualified at a Wellington-region court
