Te Puke is the self-styled kiwifruit capital of the world — and that claim is backed by reality. The town and surrounding district form the heart of one of New Zealand's most productive horticultural regions. The kiwifruit industry employs thousands of workers in orchards, packhouses, cool stores, and transport operations. Almost all of this work depends on driving. Te Puke itself has limited public transport, and the orchards and packhouses that ring the town and extend across the Western Bay of Plenty have none. A driving disqualification in Te Puke directly threatens employment for most workers.

The test is extreme hardship to yourself or undue hardship to another person. Te Puke's horticulture economy makes hardship straightforward to establish for the majority of applicants.

- Cool store and logistics workers in the post-harvest industry, working shifts around kiwifruit export schedules

- Workers commuting to Tauranga for employment outside the horticultural sector, where the distance and shift times make public transport impractical
