Pukekohe is the main town of the Franklin District — a predominantly rural and horticultural area that produces much of Auckland's vegetable supply. The district spans a large area, from Pukekohe and Tuakau through to Waiuku, Pokeno, and Mercer. Public transport in Franklin is minimal. For the large agricultural, horticultural, and trades workforce in this district, every aspect of work — reaching a job site, operating across properties, transporting produce or equipment — depends on being able to drive. A disqualification here is an immediate and serious problem.
A limited licence may allow you to keep driving for essential purposes while your disqualification runs.

For demerit point suspensions, you file at the court nearest to where you live.
Once filed, hearings at Pukekohe District Court are typically listed within 1–2 weeks.
What is a limited licence?
A limited licence is a court order that allows you to drive under specific conditions while your disqualification is running. It does not remove the disqualification — it creates a legal exception permitting you to drive within defined hours, routes, or for defined purposes. If granted, you receive a pink driver's licence card from NZTA. The conditions are set by the judge and are binding. Driving outside them is a criminal offence.

Who can apply from Franklin District?
The test is extreme hardship to yourself or undue hardship to another person. In the Franklin District, the rural economy and minimal public transport make hardship real and demonstrable for the majority of applicants.
Pukekohe applications commonly come from:
- Horticultural and vegetable growing workers across the Franklin District — Pukekohe, Patumahoe, Bombay, Waiuku — where workers drive to fields, packing sheds, and growing operations that no bus reaches
- Agricultural workers on farms and lifestyle blocks throughout the district
- Tradespeople working across Franklin and commuting between Pukekohe, Hamilton, and Auckland
- Workers in Pokeno and Mercer where the motorway corridor has attracted new industry but public transport connections are non-existent
- Parents and caregivers in rural Franklin where school runs, childcare, and medical appointments simply cannot be managed without a vehicle
Section 65 restriction: If your disqualification is for a serious alcohol offence or is a third or subsequent alcohol conviction, a limited licence may not be available. See our section 65 guide.
Demerit point suspensions follow a different process — no 28-day stand-down applies.
